The mission of the New York State Association of Home Inspectors, Inc. is to promote the interest of its members and the home inspection profession in New York State with respect to regulation affecting the practice of home inspections.  Membership in NYSAHI is open to all home inspectors in our state.

 PRESIDENT'S MESSAGE 
 
NEW YEAR REPORT 
 
After having to wait a couple of years, 2007 marked the first full year that our profession had a functioning Advisory Board to help guide the Department of State in the administration of the Home Inspection Professional Licensing Law. 
 
The Council devoted most of this first year to writing the Standards of Practice and Code of Ethics that will guide our profession into the future.  At the last 2007 DOS meeting in November, the Council voted to approve the drafts of both documents.  They have now been sent to the Governor's Office of Regulatory Reform (GORR) for a required review. 
 
Once GORR approves the draft regulations they will be returned to the DOS for a mandatory public comment period, prior to final adoption. 
 
NYSAHI had asked for the opportunity to review these drafts one more time prior to being sent to GORR.  However, the DOS denied our request.  Their policy is to not release documents in draft form.  Therefore, we will have to review and comment during the final public comment period. 
 
The Council's next large task is to review the training requirements for new inspectors.  At the November meeting a sub committee was formed to evaluate and propose changes of the "Module 5" field-based training portion of the educational requirements. 
 
We will keep you informed throughout 2008 as these critical regulations that affect our profession progress.

Governor adds staff to DOS for licensing enforcement.

 

The Department of State (DOS) is the State's oldest agency, serving as the State's general recording officer and custodian of the State's "Great Seal", the Department's mission has grown to include a broad range of activities that coordinate programs with, and provide services to, local governments and businesses.

 

The Department protects public safety by managing arson investigation, fire prevention, building and energy code programs; administers programs for community development and local government service activities; and supports businesses through various licensing and registration activities.

 

The 2008/2009 Executive Budget recommends a staffing level of 927 for the Department of State, an increase of 15 from the 2007/08 budget. This net change primarily reflects a decrease in staff resulting from the merger of the State Ethics Commission into the Commission on Public Integrity offset by new hires for Indigent Defense, the Law Revision Commission and licensing enforcement.

 

Major budget actions include:

 

Licensing Enforcement: The addition of 19 new FTEs, at a cost of $1.4 million, to increase compliance with new and existing business licensing requirements on a statewide basis.

 

While requiring legislative approval, it is likely that staffing recommendations will be accepted by the Legislature. We will continue to monitor this proposal as the budget negotiations begin between the Governor and the Legislature.

 

2008 Directors NYSAHI Directors Meet in Albany
 
The NYSAHI directors scheduled their annual face to face meeting in Albany to coincide with the November Department of State/Home Inspector
Advisory Council Meeting. 
 
After discussing the current state of affairs, the directors set our goals for 2008, including continued interaction with the Department of State and Home Inspector Advisory Council and monitoring new legislation.  A 2009 budget of $16,000 was approved. (no increase from 2007). 
 
Officers for 2008-09 were elected as follows: President-Gregg Harwood, Vice president-Jack Kamann, Secretary-Peter Wilson, Treasurer-Frank Libero.

 Next DOS Meeting:...
 
All home inspectors are encouraged to attend.  There is a public comment session at each full meeting, but not at work session meetings.

Time: The DOS web page says the meeting will start at 10:00.  However, the meetings normally start earlier. (We will try to get clarification prior to the 27th.
